Situation · Ask
The challenge
Cal OES needed a cohesive way to communicate complex and sensitive information about Gun Violence Restraining Orders to public audiences, state and local partners, and professional training programs. The subject demanded clarity, credibility, and care across very different contexts.
What The Ask uncovered
Build a visual identity that could make the information easier to recognize and use without reducing the seriousness of the subject. The system needed to support public education and professional training while remaining consistent across agencies, partners, and channels.

Decision
The creative decision
Lead with clarity. A direct information hierarchy, a recognizable identity, and repeatable visual rules would let the content change by audience and format without losing its purpose or becoming fragmented.
What we made
Witzke designed the campaign identity, logo, and website expression, creating a visual system that could support public-facing resources and professional training materials. The work organized complex information into a consistent structure that Cal OES and its partners could carry across digital and educational touchpoints. Sage Strategies collaborated on the project.

Value · Review
The result
The campaign gained one coherent visual and information framework. Public resources, partner communications, and training materials could share the same identity and hierarchy instead of asking each audience or organization to reinterpret the subject independently.
Lasting value
The system established a practical foundation for continued communication: recognizable enough to build trust across touchpoints and flexible enough to support changing information, formats, and professional contexts.
